Paul J Ballard – President & Chief Executive Officer

Paul Ballard has been President & Chief Executive Officer of the Fort Worth Transportation Authority (FWTA) since April 2014. He came to FWTA after serving 12 years as Chief Executive Officer of Nashville Metropolitan Transit Authority and the Regional Transportation Authority in Middle Tennessee. Ballard has more than 30 plus years of experience in the field of transit, both public and private sectors.  He holds a B.S. degree in Business, Transportation and Public Utilities Management from the Indiana University School of Business and an MPA Degree from Webster University in St. Louis.
Shawn M. Donaghy - Chief Operating Officer and Vice President

Chief Operating Officer and Vice President Shawn M. Donaghy is responsible for FWTA’s transit operations fixed route service, MITS paratransit service, fleet maintenance operations, risk and safety, transit security, operations service scheduling, contract services and vanpool, information technology and operational performance metrics. He has more than 20 years of experience in both public and private transportation, most recently as Chief Operations Officer for the Southwest Ohio Regional Transit Authority and previously held key roles in global intermodal transportation and supply chain logistics with CEVA, LLC and DHL Worldwide. Recently named to Mass Transit's 2016 Top 40 under 40, Donaghy is a member of Leadership Fort Worth, the Conference of Minority Transportation Officials and the American Public Transportation Association. He earned his bachelor’s degree in Organizational Leadership from Northern Kentucky University.
Monica Fowler – Chief Financial Officer and Vice President of Finance

Monica C. Fowler was named the Chief Financial Officer and Vice President of Finance in July 2015. Previously she was Assistant Vice President of Finance for the Fort Worth Transportation Authority. She oversees all financial activities including budgeting, financial planning, investments, and general accounting for FWTA. She was previously employed in financial management at the Denton County Transit Authority and the Burnet County Auditor’s Office. Fowler holds a Bachelor of Business Administration in Accounting from Tarleton State University, graduating with honors and a Master of Business Administration from Texas A&M University.

Bob Baulsir – Vice President of Rail and Procurement

Bob Baulsir joined the Fort Worth Transportation Authority in November 2014 with more than 30 years experience overseeing large transit projects, including rail development, construction, rail facilities and Bus Rapid Transit. He also has managed transit system procurement, operations and maintenance facilities, safety and security. Mr. Baulsir retired as General Manager of Administration for the Nashville Transit Authority and the Regional Transportation Authority of Middle Tennessee in 2014.  He holds a Bachelor of Science in business management from the University of Phoenix with course work at the State University of New York. He has training in transit related areas including safety and security. Baulsir has worked in public agencies in New York and Ohio, including the Metro Regional Transit Authority in Akron.

Melanie Kroeker – Vice President of Human Resources

Melanie Kroeker serves as Vice President of Human Resources at the Fort Worth Transportation Authority and has been with FWTA since January, 2000.  She has oversight in handling company benefit programs including the wellness program, monitors the worker’s compensation activity and facilitates getting employees back to work expeditiously, performs job analysis and job grading, oversees training, recruiting, payroll, as well as formulates and recommends policies and procedures. Kroeker is a member of SHRM (Society for Human Resources Management), FWHRMA (Fort Worth Human Resources Management Association), as well as SWBA (Southwest Benefits Association).  She has a Bachelor of Business Administration in Management from the University of Texas at Arlington and is PHR (Professional Human Resources) Certified.

Rebecca Montgomery – Vice President Governmental Relations

Rebecca Montgomery is the Vice President Governmental Relations of the Fort Worth Transportation Authority. She oversees communications, marketing and the EasyRide commuter program. Ms. Montgomery joined FWTA in 2013 after 15 years in Austin. working in various sectors of the Texas legislative process. She is experienced in legislative analysis and research, government and public relations.  Ms. Montgomery served as chief of staff to State Rep. John Smithee (R-Amarillo) and later as executive to House Speaker Tom Craddick (R-Midland).  She also served as a governmental affairs specialist for Commissioner Jerry Patterson of the Texas General Land Office, monitoring and guiding legislative activities.

Detra Whitmore – Vice President of Administration

Detra Whitmore joined the Fort Worth Transportation Authority in 2005, and was promoted to Vice President of Administration in August 2016. She oversees the planning department, customer service and other administrative staff in addition to managing the office of the Board of Directors. In her previous role as Director of Administration, she served as the liaison between the FWTA Board of Directors and staff. She was responsible for managing and coordinating the daily activities of the President’s office, Administration, and coordinating the committee and Board meetings for the Board of Directors.
